Entre le 19 avril 2015 et le 2 mai 2015, la FSF a lancé une consultation afin d'avoir un aperçu du taux de remplissage d'une nouvelle division. Voici la liste des équipes qui se sont signalées :

Potentiellement, la troisième division peut recevoir encore les renforts de trois autres clubs, dont l'ASGLC et Mercentille FC, ainsi que Greenvale Lions.

Une ville s'est manifestée, mi-mai, pour intégrer la division : La Crescenta-Montrose. A Heiwashima, des rumeurs font état d'une possible inscription de l'équipe d'Aoyama Bluewings FC.
